Problems loading Extension Library (8.5.3)

I created the update site database from the Eclipse Update Site (8.5.3) in the root of our Development server.  The admins upgraded the Dev server to 8.5.3 this past weekend.  I downloaded the 8.5.3 version of the Extension Library and installed it in the update database using the Site.xml file.  Then I had our Admins add the following line to the Note.INI on the Dev server:
 
OSGI_HTTP_DYNAMIC_BUNDLES = UpdateSiteServer.nsf 
 
Then I had them reboot the Dev server. 
 
I am running 8.5.3 client.   When I start up designer, I still have the 8.5.2 version of the Extension Library loading.  Does anyone have a clue how to fix this?  Or sny suggestions on things to try.

The server automatically loads the latest version of the ExtLib from the Update Site database. The Designer doesn't.
 
To update the ExtLib version in you Designer client you need to go to File -> Application -> Install and either select "Search for updates..." (if you've added the update site database as a remote update site before) or select "Search for new features to install" (if you haven't added the remote update site).
